an application and want to convert the output to hex, then the program
you need is objcopy. That will copy from elf to hex to bin, etc and
comes with GCC.

If you are using an ATmega32, wouldn’t it be handier to use AtmelStudio (AS) and the tools that come with it?
It has an option to create/generate a new project. You will select a CPU-type, and optionally a board, and you will get a “hello world” example. You can either run it in a simulation mode, or by using a JTAG and real hardware.
HEX-files: normally AS works with .ELF files: these contain a lot more information than a .HEX file, which contains pure code only.
Make sure that you download the latest release of AtmelStudio.
There are great support groups for the Atmel products, like avrfreaks.
