Did you search the FreeRTOS distribution for the file? I think you will find about 40 different copies ;o)
However, the most complete version is found in the FreeRTOS labs download - again just search the directory structure for the file.

In the current labs distribution it is called::
Common\Utilities\printf-stdarg.c
The latest version is quite compatible with GNU’s [v][s][n][printf except that it doesn’t recognise floating point parameters.
You find it in this file
