unlike the CM33_NTZ & CM33 ports, the CM4F & CM4F_MPU have separate folders and files.
is there any plan to unify them in one port that the MPU support gets set with configENABLE_MPU=1 flag?

ARMv7-M ports have MPU and non-MPU ports separately for historic reasons. While writing the ARMv8-M ports, we used our learnings from maintaining ARMv7-M ports over years and created a single port. As of now, we do not have plans to unify them. We will let you know if that changes.
