Downloads are blocked by security

I tried to download the latest FreeRTOS+TCP lab 150825. However, there is a DOD security protocol that blocks the download. There is no workaround according to security. I need a trusted source for the download. A valid certificate is also required for safety. I may need the download for FreeRTOS+ FAT. Please help

What is blocking it? Something on a work computer? If so, could you download it at home, or on a cell phone, and email it to yourself?

DropBox is a block site. If I did the download at home and emailed it in, it would still be a security violation. I need a certificate that verifies the source. DropBox as a source is the issue. The content at DropBox can be tampered with.
